Cast
1. Sergeant Dragon (Jackie Chan)
A man who belongs to the Hong Kong Marine Police and a leader of sailors. He is confident in fighting. But he continues to fail to get rid of pirates and is disappointed to be accused by the Police Force.
(Hong Kong star. In "The Forbidden Kingdom" (2008), he finally co-starring with Jet Li. "Winners and Sinners" (1983), "Wheels on Meals" (1984), "Heart Of Dragon" (1985), "The Protector"(1985), etc.)

2. Inspector Hong (Yuen Biao)
A man who belongs to the Hong Kong Police Force and a Captain Chi's nephew. He is a little arrogant and trains clumsy Marine Police members rigorously.
(An action actor who became a popular star after a long struggle. "Knockabout" (1979), "The Young Master" (1980), "The Champion" (1983), "My Lucky Stars" (1985), "Dragons Forever" (1988), etc.)

3. Fei (Sammo Hung)
Thief. He has known Dragon for a long time. (It is unknown when and where they got to know each other.)

4. Captain Chi (Kwan Hoi-san)

5. Admiral Shih (Lau Hak-suen)
Dragon's boss. He is unable to arrest the pirates and the Colonel of Hong Kong is disappointed with him.

6. Winnie Shih (Isabella Wong)
Shih's daughter and Dragon's lover. She is a little aggressive and slaps Dragon.
(In "Project A II" (1987), her appearance scene was quite short.)

7. Big Mouth (Mars)
A member of the Marine Police. A man who laughs with a big mouth. Hearing "The punishment for laughter is shot to death", he despaires.

8. Chou (Wong Wai)
A suspicious merchant who runs a luxury club. He makes a big fortune with pirates, and that leads to punishment by Dragon.
(In "DEVIL HUNTERS" (1990), he played the boss of a criminal organization betrayed by his men.)

9. Lee (Hoi Sang Lee)
A member of the pirates. He uses the thief Fei to get police guns. Dragon and he fight fiercely at the clock tower.

10. San-Po (Dick Wei)
Pirate Chief. He is a tough guy who can fight Dragon, Hong, Fei and others alone.
