1. Sergeant Dragon (Jackie Chan)
New superintendent of Sai Wan Police Station. Former a sailor of the Hong Kong Marine Police. He was selected because of his brilliant record of exterminating pirates, and is in charge of the district of Sai Wan where crime is widespread.

2. Inspector Chun (David Lam)
